House passes TPA on second effort

The House of Representatives passed trade promotion authority by a vote of 218-208. Twenty-eight Democrats joined 190 Republicans to pass the bill. The success this time was the result of negotiations between President Obama, House and Senate Republican leadership, and pro-trade Democrats.

Earlier the House rejected a package of trade bills that included TPA and Trade Adjustment Assistance. The House accepted TPA but rejected TAA which caused the comprehensive bill to fail. The standalone TPA bill now goes to the Senate for a vote this week. The TPA bill needs to get to the president’s desk so the TPP negotiations can be completed.
