Judge Rejects Stricter Rules

District Court Judge Michael Barbara has ruled that Norton County, KS, cannot adopt rules on confined feeding operations that exceed state regulations. Norton County commissioners voted earlier to require covered lagoons to control odor and protect groundwater, more soil testing and a distance of three miles between operations. The Kansas Livestock Association and three Norton County producers sued,
