Secretary of Agriculture Tom Vilsack stated last week at the National Association of Farm Broadcasters meeting that in light of the recent World Trade Organization (WTO) ruling that the country-of-origin-labeling rule (COOL) cannot be fixed by regulatory action. The secretary said, “We have looked at this from every different angle. I can tell you we do not think there’s a regulatory fix that would allow us to be consistent with the law and to satisfy the WTO.” Congress will have to address this issue or tariffs will begin to be imposed by Canada and Mexico at some point next year.
